News reaching our desk is that the regime of Ugandan President Yoweri Museveni, through the Chieftaincy of Military Intelligence (CMI), has stepped up efforts to build up Kampala’s main anti-Rwanda proxy: Kayumba Nyamwasa’s RNC.
According to reliable sources the director of CMI, Maj. Gen. Abel Kandiho, has continued to facilitate the terrorist activities of RNC through recruitment, and provision of training camps and all logistics required to train Rwandans mainly recruited from refugee camps, and to indoctrinate them in anti-Rwanda hatred.
CMI agents working with RNC recruiters are sourcing new membership from different refugee camps, especially Nakivale and Kyaka. “They are readying them, and psychologically preparing them for what they say is an eventual war against Rwanda,” our source said.
“The training camps are modeled on the ‘chakamuchaka’ indoctrination tactics that have long been a hallmark of Museveni’s regime for brainwashing ordinary Ugandans,” our sources reveal. The chakamuchaka course that CMI runs and trains the RNC recruits in purposefully teach an ideology of blind hatred against the Government of Rwanda.
In sourcing recruits, CMI and the RNC proxies, however, have not limited themselves to refugee camps. This website has in the past exposed how RNC agents in Kampala like Prossy Bonabaana and Sulah Nuwamanya, under a pseudo NGO, Self Worth Initiative have been fanning out all over Uganda, setting up RNC cells.
They’ve done this in areas like Mbarara, Kyotera, Mubende, Hoima, Kakumiro, Kiboga, Mityana, and others.
CMI and the RNC agents that work under the guidance of Kandiho long ago started a recruitment drive in Ugandan districts, such as these mentioned above, with sizable Kinyarwanda-speaking communities, long settled in those areas.
It hasn’t all been smooth sailing for CMI and RNC, however, as their recruitment and training drives sometimes are busted by other law enforcement agencies. “This is because CMI is supposed to work ‘clandestinely’ with RNC and therefore doesn’t inform other organs like police, and sometimes even its own liaison officers in different regions,” informed sources say.
There have been occasions when RNC agents have been seen in the communities conducting mobilization meetings, upon which they have been arrested by Uganda Police who seem to not be part of this scheme. CMI always intervenes to have them released. A case in a point is the recent case of 8 RNC agents arrested in Kasanda, Mubende District, by police. Police locked them up but CMI quickly intervened, and transferred them to Kampala on a pretext of investigating their activities. But these were later released on orders of Kandiho.
Information reaching this news website is that recently, upon hearing of some mysterious trainings going on, a UPDF Major – who actually heads intelligence in the 2nd Division based in Makenke Barracks, Mbarara – intervened, and sought to arrest the trainees for questioning. It was only to realize that this illegal, unlawful training in fact was sanctioned by his bosses at CMI headquarters in Mbuya, Kampala.
Kandiho had let such activities go on without the knowledge of his liaison man in Mbarara. The man was left with no option but to back off.
But after the RNC camps were exposed, they resorted to the cover of refugee camps, transferring training to Nakivale and Kyaka camps, respectively. Besides the training in these camps, RNC assisted by CMI, has since June 2020 been training cadres at a safe house in Bugolobi, located at Mpanga close street, plot 21. This facility is guarded by Ugandan security officers.
It is reported that in all these activities, RNC is assisted by CMI liaison officers and IO’s in those mentioned areas.
An earlier investigative report by this website exposed that Sulah Nuwamanya Wakabirigi and Prossy Bonabaana are RNC’s local coordinators of the recruitment program, with the assistance of South Africa-based Frank Ntwari, Kayumba Nyamwasa’s brother in law.
Other individuals like one Epimaque Runanira and Robert Higiro are instructors that have been added to the likes of Gervais Condo the US-based RNC Secretary General, Epimaque Ntamashobora, the UK-based RNC Commissioner in Charge of Mobilization, and others.
Observers point out that not only is Kampala’s anti-Rwanda hostility a gross violation of inter-state relations, such activities actively sabotage regional efforts to normalize relations between Kampala and Kigali.
